York RA September Monthly Meeting

held at York Hospital Social Club on 5th September 2019

 

No. of attendees: 27

Apologies (12 no) received from: Ian Hotchkies, Tony Thornton, Alan Rose, Matthew Cottingham, Geoff Hartley, Andy Luff, Adam Clements, George Smith, James Black, Harry Richards, Andy Kay, and Craig Atkin.

  • The meeting commenced at 19:32 with newly elected Chairman Alan Kaye welcoming members, old and new, alongside guest Darren England, PGMOL Select Group 2 Championship referee
  • A minute’s silence was held for Life Member Reg Baren, (Ex-Vice Chair) and Bill Burns, (Ex-football league referee from Scarborough)
  • Alan proceeded to introduce the members of the committee to the fellow members before mentioning the York RA website and National RA deals/offers that members may be interested in
  • Membership fees were announced as unchanged, with everyone encouraged to sign up either online or see John to get it sorted
  • Future guest speakers were also announced, with high profile names such as Andy Halliday (Ex-Premier League Assistant referee and current VAR Assistant Operator) and Ben Thaler (Super League referee) attending upcoming meetings
  • Barry Casterton provided a brief safeguarding presentation in order to highlight the importance of looking after U18s and not putting yourself at risk
  • Dave King then conducted a brief presentation on the new ‘sin bin protocol’ that will affect the majority of members. The main message being to be in control of the situation and learn the different scenario’s that can occur on matchday

FA Sinbin Guide / Information

  • A 10-minute break was held before Darren’s presentation on the new law changes alongside a bit of VAR discussion. Particular mention was given to the substitutions and drop-ball law changes, as they have been the most relevant/prominent for him when operating on the championship

  • The laws were followed up with a short Q + A before Paul Ballantyne gave the vote of thanks and presentation made by Brian Smith
  • The meeting concluded at 21:33 whereby everyone agreed that Darren had yet again provided our association with a quality presentation, which we hope will persuade new faces to come back next month and spread the word

Next meeting is 3 October 2019 (Committee on 26 Sept)

Referee Registration 2019 – 20

Finally, we are working hard to complete the annual Referee registration renewal process, and to date, we have just short of 260 Referees completing the process which is slightly up on this time last season

Law Amendments 2019-20

IFAB has published the new Laws for 2019-20 which came into effect on 1 June 2019

These can be summarised:

  • the introduction of yellow and red cards for misconduct by team officials
  • a player being substituted having to leave the field of play at the nearest point on the boundary line
  • at a goal kick and a free kick for the defending team in their own penalty area, the ball is in play once it is kicked, i.e. it does not have to leave the penalty area
  • clearer wording for ‘handball’
  • attacking team players must be at least 1m away from a ‘defensive wall’
  • the goalkeeper only has to have one foot on the goal line at a penalty kick
  • a new dropped ball procedure

RA Development Weekend

The RA’s annual Development Weekend will be held on Saturday 6th and Sunday 7th July 2019.  This is a great two days of education, training, and development – we have challenged your Local and County RAs to arrange a mini-bus… your own Local RA has ample time to plan!  Saturday will host both the RA AGM and observer workshop, as well as the RA-FA Youth Council Practical Day, along with the RA’s Annual Presentation Dinner in the evening. The Development Workshops will be held on Sunday morning and afternoon.

This year the event will be held at De Vere Horwood Estate in Milton Keynes with the practical sessions being held at Mursley FC.

Booking opens on the 1st February and prices start at £10 – the most affordable RA Development Weekend ever!

Minutes of meeting held on 9th May 19 after AGM
At NHS Club with 11 members in attendance.

Apologies were received from Mssrs; Rich; Bradbury; Thornton; McEvoy; Burke; Butcher; Ballantyne; Coote; Casterton; Turner; Greenwood
Mins of last meeting, were on line, no matters arising.
Correspondence, two letters from senior members had been read to the committee prior to the meeting . The incoming chairman said he would contact both in regard to the contents of the letters.
A letter to be sent to Ross Joyce re his FA Vase middle appointment.
Dinner, final arrangements were made, 42 attending.
A.O.B. there was discussions on; meeting venue; speakers; sin bins; Barkston Ash RA; promotions locally.
Meeting closed at 8.45.
