Minutes of meeting held on 7th Nov 2013

At NHS sports and Social Club with 22 members present

Apologies were received from Mssrs Bradbury; Hotchkies; G Hartley; Bishop; Sutton; Simpson; B Ballantyne.

Minutes of Last Meeting were read and accepted with no matters arising.

Correspondence, it had been dealt with by the committee.

Membership, stands at 69

Dinner, Sat 29th March, Park Hotel, Sharon Shortle of Radio York is guest, £28.00 per head. Names to Chairman or myself.

Problem Corner, the chairman raised the question; if you are swore at by a player/official, would you issue a red card? The consensus was yes which is the correct decision.

Dave King, gave a DVD presentation entitled Good Practice/ Bad Practice covering referee and assistants pre match from good and bad. This was very humerous in part but it got a message across.

There being no more business, meeting closed at 9.40

Notes from the FA Referees’ Committee – November 2013

NOTES FROM THE FA REFEREES’ COMMITTEE MEETING
held on 5 November 2013 at Wembley Stadium

1. In opening the meeting, the Chairman noted with sadness the recent passing of Jim Simms (Leicestershire). He also welcomed Mike Penn (Birmingham FA) and Roy Schafer (Gloucestershire FA) to their first meeting.

2. Report from Neale Barry
a. Update received on the sessions undertaken by the FA Development Group and the plans for the future.
b. Rob McCarthy has been appointed as the Levels 3 + 2B Referee Coaching & Mentoring Manager.
c. 597 referees have attended the various Level 4 Nomination Seminars around the country. Neale needs 300 to get promoted for 2014/15.
d. He has attended 8 regional Supply League Assessors’ meetings.
e. Level 3 meetings are scheduled for November and when a Laws of the Game test will be undertaken as part of these meeting.

3. Report from Ian Blanchard
a. Total number of referees registered as at 25/09/13 was 27,155 plus 745 Level 10s. Equivalent figure of a year ago was 27,955.
b. Successful Advanced International Referee Instructors’ Course held at St Georges Park.
c. RA – FA Youth Council’s Inspired Fund for the year was launched yesterday.
d. New RDO in place in Leicestershire & Rutland FA.
e. Northumberland FA has a new part-time RDO.
f. A paper was presented on the Futsal Referee Development Programme.

4. Minutes of the RA – FA Youth Council meeting on 06/10/13 were received showing the extent of the really good work being undertaken by this enthusiastic and talented team.

5. Goal line technology in the Premier League / Wembley – this has not yet been used to adjudicate a goal in any game but the match officials are comfortable using the equipment.

6. IFAB Update – Neale noted the imminent change in structure of the work done to feed into IFAB; this being a positive move towards more transparency of operation.

7. Coloured Referees’ Shirts – there was a CFA clear preference to stay with black shirts. CFAs to be encouraged to enforce the ‘no dark shirts’ for teams rule.

8. There was a CFA clear preference for a promotion administration fee – it was agreed that CFAs would have the option to charge a fee, within a range, to be refunded if the promotion process is completed (regardless of whether promotion is achieved) or in extenuating circumstances.

9. It was noted that the Referee Regulations need amending in respect of reclassification appeals.

RA-FA Youth Council Inspired Fund

Please note the following message from Amy Robinson, the Youth Council Inspired Fund Project Leader.

We are pleased to announce the launch of the RA-FA Youth Council Inspired Fund for the 2013-14 season!

The Inspired Fund has the aim of identifying inspirational individuals who can use a refereeing qualification to promote refereeing, football and the positive values of sport in their local, under-represented communities. We aim to support a inspirational people wishing to become qualified referees. Once qualified, to then become a role model and promote refereeing within their community to under-represented groups (e.g. BAME Community, Female Officials, Low-Socio Economic etc) and inspire others to take it up. In return for their willingness to promote refereeing we will cover the cost of the Basic Referees Course. The bursary is for a maximum of £150 which will contribute towards the payment of the Basic Referee’s Course.

Attached is the 2013-14 application form which can be sent electronically or hand-written and scanned.

The applicant must fulfil the below criteria:

  • Be aged 14 – 25
  • Have a reference of support
  • Lives within or has strong involvement with an underrepresented community within refereeing this may include but is not limited to; gender, ethnicity, nationality, disability, sexual orientation or low socio-economic groups
  • The desire to become a qualified referee through attending a Basic Referees Course and completion of the six games needed to qualify
  • Attend at least one referee meeting, this may include a county RA-FA meeting, referee evening or Local Referees Association meeting
  • Attend at a local community event to promote refereeing
  • To recruit and refer at least one friend to attend a Basic Referee’s Course
  • To be an ambassador for the RA-FA Youth Council

Once the candidate believes they can fulfil the requirements they must send their completed application forms to RA-FAYouthCouncil@thefa.com by 4th January 2014. We will notify successful applicants following the closing date.

The cost to attend a course is £100.00, and for candidates aged 16 and over there is also an FA requirement to complete a DBS check which brings the cost up to £110.00.  The cost of the course includes the following:
